 Rotational Symmetry:  A figure has rotational symmetry if, after rotating it by an angle of 180 degrees or less about its center, the figure lines back up with itself.
This fountain is an octagon because it has eight sides. The fountain has rotational symmetry because it lines back up with itself if you turn it about its center every 45 degrees in any direction. The center of rotation is the water spouting up in the middle of the fountain.
