 Unit Rate:  A comparison of two measurements in which the second term has a value of 1.

Speed limit is a unit rate because it is measured as the number of miles traveled per 1 hour. So, 55 miles per hour is a unit rate, whereas 110 miles per 2 hours is not a unit rate (because the second measurement, time, has a value of 2, not 1).
